This charmingly low-tech theater festival is celebrating its 15th anniversary.

What I like best about FringeNYC is that it's a living, breathing epitomization of all that's great and all that's goofy about democracy.

This festival dominates theaters when it blows into town like a whirlwind in the midst of the heavy August heat. Now in its 15th year, this independent festival has retained is crown as king supporter of emerging performance from around the world. Run off the sweat of its 2,000 volunteers and 2 full-time employees who put on an astounding 1,200 performances, the festival is a true feat of passion and hard work. Though the performances can sometimes be of wildly varying quality, they never fail to be original or surprising. And like all good festivals, the Fringe Festival caters to every taste. FringeJR and FringeHigh offer programming for children and teens, while FringeAL FRESCO remembers its summer and holds its programming outdoors on street corners. Be prepared to be wowed.

With hundreds of productions there are bound to be rough spots, but there are also some diamonds.

FRINGE STAYS SCRAPPY. With the New York Intl. Fringe Festival heading into its 15th edition next month, the annual dogpile of scrappy legit shows never turned into the throughway-to-Broadway observers thought it might after the fest's 1999 launch of "Urinetown." And that's exactly how organizers want it, according to Fringe leadership.

The 15th annual New York International Fringe Festival has been filled with the sounds of female voices. Not to slight the many talented men - but for me, women have dominated the festival this year.

There will be patches of warmth and wit and plenty of wackiness.
